Ensure policies and procedures remain compliant with federal, state and organizational mandates and align with the Agency's mission and strategic objectives. <br><br>Manage the Subsurface Utility Engineering (SUE) on call contracts and overall program process. Manage the Railroad At Grade Crossing Safety program (Section 130). Oversee performance reviews and key indicators. Regularly monitor and update methodologies to reflect regulations, organizational directives and best practices.<br><br>Manage research, performance, and review utility and railroad agreements and clearances. Develop and coordinate master agreements with railroads and utilities and standard agreements throughout. Research industry standards for utility and railroad installations and ensure compatibility with roadway needs. Serve as a liaison for all Stakeholders. Continuously collaborate with all ADOT units, government agencies and utility companies and when making consistent assignments. Provides guidance and set direction, prioritizing work tasks and assignments. Foster a strong interagency partnership supporting communication and cooperation.<br><br>Prepare, review and oversee reports prepared by staff and consultants and provides appropriate feedback and direction. Research and incorporate new and proven SUE technologies to mitigate project construction documents. Ensure timely completion of unit business reviews and performance reports. Research and implement new and proven safety mitigation to improve safety at railroad crossings. Provide oversight and monitoring of newly implemented and/or piloted activities. Hire new employees, approve leave requests and evaluate performance of staff. Provide on the job training for staff. Supervise developing and maintaining databases, generating reports.
